Setting up the mandapam and taking the idol out for nimajjanam are two separate permissions. Many organisers assume the police clearance obtained in August covers the procession in September. It does not.

Mandapam permission covers the structure. Immersion day requires separate route clearance, an allotted immersion point, and — for any idol carried on a raised trolley — coordination with the electricity distribution company. Getting this wrong is not only a legal problem. The single most common cause of death during nimajjanam processions in Telangana is electrocution when a tall idol contacts an overhead power line.

Who Needs Immersion-Day Permission

You need it if:

• You are taking an idol out in a public procession, however short
• Your procession uses a road, even a colony road
• You are using a vehicle, trolley or tractor to carry the idol
• You are using loudspeakers or a sound system during the procession
• Your idol requires a crane for immersion

You do not need it if:

• The idol is a small household murti and you are immersing it in a bucket or tub at home
• You are carrying a small home idol by hand to a nearby GHMC pond without a procession, vehicle or sound system

Home visarjan in a tub is fully valid and requires no clearance from anyone. If your idol is small, this is the simplest and safest option.

The Authorities and What Each One Controls

Hyderabad's urban area falls under three police commissionerates — Hyderabad City, Cyberabad and Rachakonda. Your jurisdiction depends on the locality of your pandal and, where the route crosses a boundary, on both. Broadly: Hyderabad City covers the central zones, Old City and Secunderabad; Cyberabad covers Madhapur, Gachibowli, Kukatpally, Miyapur and the IT corridor; Rachakonda covers LB Nagar, Uppal, Malkajgiri and Vanasthalipuram.

If your route crosses commissionerate limits, inform both. This is the most frequently missed step for processions heading from the outer zones toward Tank Bund.

The PoP Question: What the Law Actually Says

This is the point that catches out the largest number of organisers, and it is worth stating precisely.

The standing legal position: The Telangana High Court has, across multiple years, directed that Ganesh idols made of Plaster of Paris are not to be immersed in Hussain Sagar or in other water bodies in and around Hyderabad. The court has directed that such idols be immersed instead in baby ponds and artificial ponds constructed by the GHMC, and has repeatedly directed the Commissioner of Police and the civic authorities to enforce this.

What this means in practice:

• Clay and eco-friendly idols may be immersed at designated points in Hussain Sagar where the authorities have permitted it
• PoP idols go only to GHMC artificial ponds or baby ponds
• Prohibition notices are placed at Tank Bund, and barriers are erected in some years to prevent immersion there
• GHMC deploys a large number of artificial ponds across the city each season, along with designated crane points for large idols

Hindutone's position is simply this: the court orders are in force, enforcement is active, and an organiser who proceeds to Hussain Sagar with a PoP idol risks having the idol turned away at the barricade on the day — which is the worst possible outcome for the mandal and for the idol. Plan for a clay idol, or plan for an artificial pond. Where you wish to press the wider question, the forum for it is the court and the government, not the barricade on nimajjanam night.

Where You Can Immerse

Option 1 — GHMC baby pond or artificial pond. Dozens are set up across the city each season, distributed across GHMC zones and circles. These accept both clay and PoP idols. Your zonal GHMC office allots the pond — do not simply arrive at the nearest one with a large idol and expect capacity.

Option 2 — Designated crane point. For large idols. The principal points are along the Necklace Road stretches — NTR Marg and PVNR Marg — with additional points at other approved locations. Crane slots are allotted and scheduled; larger mandals are given specific time windows.

Option 3 — Home immersion. A small clay idol in a tub at home, with the clay water poured into a garden or a plant pot. No permission, no queue, no crane, no traffic. For household idols this is increasingly the sensible choice.

Where you cannot immerse:

• Hussain Sagar or Tank Bund with a PoP idol
• Any lake, tank, cheruvu or nala not designated as an immersion point
• Any stormwater drain or open nala
• Any water body outside the GHMC allotment for your zone

Large Idols and Crane Points

If your idol requires a crane:

1. Apply through your GHMC zonal office for crane allotment, stating idol height, weight and material
2. Confirm your time slot. Crane points operate on schedule, and large mandals are sequenced across the night
3. Confirm the route can physically take the idol — height clearance under flyovers, foot over bridges and cable spans is the constraint that stops processions, not road width
4. Arrange your own volunteers for handling. Crane operators lift; they do not manage your idol or your crowd
5. Carry your allotment paper. You will be asked for it at the point

Note that a 16-foot maximum idol height has been specified in recent seasons for pandals in Hyderabad. Confirm the current season's limit before commissioning an idol.

The Safety Section That Matters Most

Electrocution from overhead power lines is the leading cause of death in nimajjanam processions. It happens the same way nearly every time: a tall idol mounted on a trolley or tractor, a low-hanging 11 kV line over a colony road, and someone touching the metal frame at the moment of contact.

Before immersion day:

• Walk the entire route in daylight and look up, not ahead. Identify every overhead line, cable span and transformer
• Inform TGSPDCL of your route and idol height. Where clearance is inadequate, they can arrange a temporary shutdown or send a line crew to escort the procession
• Measure your total height — idol plus trolley plus any decorative canopy or umbrella. The canopy is what usually makes contact
• Do not use metal poles, metal frames or metal-cored decorations on a tall idol
• Assign two spotters whose only job is to watch overhead clearance and stop the procession
• Nobody rides on the trolley beside the idol

On the day:

• Carry insulated push-poles if you must lift a cable, and never attempt this without a TGSPDCL crew present
• If the idol contacts a line, nobody touches the trolley or anyone on it. Break contact with a dry wooden pole, and call emergency services
• Keep the sound system wiring clear of the idol frame and properly earthed

This is the section to print and hand to your volunteers.

Procession Route and Traffic

Route approval comes through the jurisdictional police station and the traffic police, and should be sought well ahead of your immersion date, not on the morning.

What you will be asked for:

• Assembly point and time
• Full route, road by road
• Expected number of participants
• Vehicle details, if any
• Immersion point and allotment reference
• Sound system details
• Name and phone number of the accountable organiser

Traffic restrictions on the main nimajjanam day are extensive. Hyderabad Traffic Police issue a detailed advisory ahead of Anant Chaturdashi covering closures, diversions, parking restrictions and no-go windows around Tank Bund, Necklace Road, NTR Marg, Secretariat and the central corridors. That advisory typically appears only a few days before the immersion. Check it before finalising anything, and check it again the evening before.

Sound systems: DJ systems have been prohibited in recent seasons, with a limit of two box-type speakers per pandal, and the equipment supplier requiring clearance as well. Loudspeaker use is restricted between 10 pm and 6 am under Supreme Court noise norms, with the permitted evening window specified by the police each season.

Documents to Carry on Immersion Day

Put these in a plastic folder and give them to one named person.

Penalties for Proceeding Without Clearance

• Removal of an unauthorised pandal or stoppage of an unauthorised procession
• Being turned back at the immersion point, with no alternative arrangement available on the night
• Action under municipal and police regulations against the organising committee
• Environmental action where immersion occurs in a prohibited water body
• Personal liability for the named organiser in the event of an accident

The practical risk is the second one. Turning up at the barricade at 11 pm with a PoP idol and no allotment, with a hundred people behind you and nowhere to go, is a situation with no good ending.

One week before
